If you just want to download the app goto Google Play.
To start developing:
- Download the git repositorie
- Download the Android SDK Bundle from: http://developer.android.com/sdk/index.html.
- Import both folders to Eclipse
- Generate a MAPs API KEY and add it to AndroidManifest.xml (The code will run as default but no map will be show)
