The main reason to rewrite this section is that we are no longer using Jenkins to run the API tests. Because of this, there is no reason to update the jenkins.yml file in dataverse-ansible either.

What this PR does / why we need it:
I was inspired to make this pull request because we don't mess with dataverse-ansible anymore when making a release.
I also updated a lot of other areas to reflect what we actually do. I tried to make good commit messages. Please let me know if you have any questions!
