Move Willow Garage's drivers for ethercat_hardware into separate package. (ros ticket #5017)

The ethercat_hardare interface is no longer just used by driver plugins for Willow Garages devices (WG005, WG006, WG021, WG014). It is time to move the drivers from ethercat_hardware to another package (maybe wg_ethercat_hardware). The new package should probably still be part pr2_ethercat_drivers stack.

Also, the Beckhoff ek1122 driver should be moved to the beckhoff_ethercat_drivers stack.
