choose default for decompression limit

• fix: bound Jackson payload decompression size #3491 and fix: bound the size a compressed payload may expand to #3502 use 250Mb limit as default
• this may be too low for some users
• I think the new configs and limit enforcement are useful as security hardening but we may want to default to applying no limit and allow users to opt in
