Update REST endpoints to dataset naming

• Cleanup API Endppoint measurementName vs measurementId --> variable is sometimes named measurementId although measurementName is needed
• Restructure the API, Darft a new API concept and remove inconsistencies, e.g., /cleanup is in DataLakeResource and is supposed to be in DataLakeMeasureResource , /measuremen/{byName} does not return an Optional in the error case (Using byName on DataLakeMeasureResource via the Client API throws an exception instead of returning an Optional #4727)
• Adapt API to new naming
