ci(docs): validate and package the documentation site

Adds a documentation workflow that installs locked dependencies, runs Astro checks, builds the static site, and uploads the output for review. It runs for documentation, installer, bundled-font, and workflow changes, with manual dispatch available.

Adds repository entry points and maintainer instructions covering Node requirements, local preview, content structure, generated assets, and the production origin. The workflow builds artifacts without deploying them.

Validation: the same check and build commands pass locally; the assembled stack preserves the previously verified files byte for byte.
