Describe the bug

cf stacks should show proper stack descriptions

To Reproduce

• Install cf-for-k8s
• Run cf stacks and see the output

name         description
cflinuxfs3   test cflinuxfs3 entry

Expected behavior

Expect to see the actual stack description, or nothing if none is available

I'm not sure about the original story y'all were discussing above, but it looks like this issue has not been fixed yet. The cause of the bad stack description is that on cf-for-k8s we use the config/stacks.yml that's packaged with CCNG, which is only intended for testing. In cf-deployment we have a dedicated template for this file and replace it with "real" values: https://github.com/cloudfoundry/capi-release/blob/d2ad6d0ed26dba10d6fc8d0f2587bba93ab13a9e/jobs/cloud_controller_ng/spec#L446-L456.
