ci: add structured telemetry to vitest and fuzz-mdx workflows

Closes #7320. Adds id to test steps and an always-run CI Observability Summary step (CI_OBSERVABILITY log line + step summary table) to vitest.yml and fuzz-mdx.yml, matching typecheck.yml convention. No gating changes.
