core: ability to feature flag access to workflows by user/ user group

Description

Clutch currently does not have the ability to show workflows to certain users/user groups. The feature flag implementation, which applies a global feature on/off, and authz rbac implementation, which grants/denies access to a user/groups for making certain API calls, can be leveraged for this feature request.
