Another bunch of improvements and fixes

1. Fixed formatting for many tables (re-aligned them) whose headers and separators were too long or not fitting rows size

2. Removed leaked AI notes from constants.md page in zh-CN translation (it literally included the task description before all the actually translated stuff)

3. Decimal comma was changed to decimal point everywhere found, but not touching thousand separators originally present even on English pages, and color/coordinate pairs. What this change gives:

• consistent numbers formatting between translations of same pages
• clear understanding when there are float numbers and where there are number pairs (or just lists of different numbers)
• SA-MP versions no more displayed in a weird style written like 0,3d on such pages
