[Configuration] option to configure floating window delay and timeout

Description
Two new configuration regarding floating windows:

• Delay: Time it takes for the floating window to appear when the cursor is held at a line.
• [Nice to have] Timeout: Time it takes for the floating window to disappear after a user navigates away from that line.

Alternatives
If this is something that depends upon NeoVim and is unmodifiable, a note stating the same should be given.
