1. Plan methodology to observe saturation flow rate reduction in relation to 
pedestrian crossing volume
2. Select a group of representative intersections for measuring 
3. Conduct survey (also collect info on queue lengths, turn counts, crossing 
distance, etc.)
4. Compare observed saturation flow rates to analytical methods
5. Develop reccomendations for testing in SF DTA model
