fix(wrapper): route external Cosmos req through proxy on Spotify v1.3

On Spotify 1.3.x, every Spicetify.CosmosAsync request to a non-Spotify host fails with:

GET request to https://services.example.com/... failed with error code -1 (Resolver not found!)

This breaks any module that fetches external URLs through Cosmos, such as lyrics-plus's Musixmatch and Netease providers. This PR fix the Spotify version check so that external requests are routed properly.
