Occasionally slow pulls from the default Ubuntu mirrors.

We should switch to the University of Kent UK mirror service for Ubuntu repositories and switch to HTTPS for instead of HTTP.
Describe alternatives you've considered
Leave the package repositories as is. It's working but can be slow.
